Two separate approvals

A condominium or HOA approval is not a permit, and a permit is not association approval. Both may be required, they are reviewed by different parties, and satisfying one says nothing about the other.

Requirements vary considerably between buildings and associations. What follows is what commonly appears in South Florida governing documents, not a statement about any particular building.

Commonly requested before work is approved

  • A written scope of work describing everything being changed
  • Plans or drawings for anything beyond cosmetic replacement
  • Contractor license and insurance certificates naming the association
  • Proof of permits where the work requires them
  • A schedule with start and completion dates
  • Flooring specification and underlayment sound ratings
  • Confirmation that no structural element is affected
  • An application fee or refundable deposit

Operational rules that shape the schedule

  • Permitted work hours and prohibited days
  • Elevator reservation and protective padding
  • Designated service entrances and loading areas
  • Protection of corridors, lobbies and common areas
  • Restrictions on where debris may be staged or removed
  • Limits on dumpster placement, or a prohibition entirely
  • Contractor parking and registration requirements
  • Quiet periods around holidays or seasonal occupancy

What is usually off limits

Structural elements, exterior openings and building systems that serve more than one unit are commonly outside what an owner may alter. Vertical plumbing stacks in particular are usually fixed, which in practice sets where a sink can be located.

Relocating plumbing horizontally within the unit is sometimes permitted and sometimes not, depending on the slab and the building's rules. This is worth establishing early, because it determines whether an island sink is even possible.

How long does association approval take?
It depends on the association's review process and meeting schedule. Some review applications administratively within days; others wait for a board meeting. Ask early so it can be built into the schedule.
Can I move plumbing in a condominium?
Sometimes within the unit, but the vertical stack generally cannot move. Rules vary by building, so confirm before the layout is designed around a new sink location.
Are flooring choices restricted?
Frequently, yes. Buildings commonly specify sound-transmission ratings and underlayment requirements for hard-surface flooring above the ground floor.
What happens if work starts without approval?
Associations can halt work, impose fines and require restoration. It is a costly way to save a few weeks, and it is entirely avoidable.
